Kojo Oppong Nkrumah, Minister of Works and Housing, has introduced a comprehensive five-part strategy aimed at addressing the persistent housing challenges in Ghana. He highlighted the necessity for a transformative approach within the sector to make substantial progress over the next 15 years.
In a keynote address delivered at the 2024 BUSIA Institute Lecture in Accra on July 31, 2024, themed “Housing the Future: Innovative Approaches to Rural Development in Ghana,” Mr. Oppong Nkrumah underscored the importance of “Getting the Data Right” as the first tenet of his proposed solution. He stressed the need for “disaggregated and dynamic data” and called for the reform of the Research, Statistics, and Information Management Directorate within the Ministry of Works and Housing.
The second component of his strategy focuses on “Developing the Right Institutional Framework.” He noted the establishment of the District Housing Unit, which is designed to concentrate on advancing and implementing housing programs tailored to rural districts.
Additionally, he proposed “Deploying the Right Interventions through Public-Private Partnerships (PPPs)” as the third pillar. Mr. Oppong Nkrumah emphasized that strengthening public-private partnerships is crucial in minimizing the likelihood of stalled projects in the future.
The fourth element involves enhancing financing options. He detailed plans to leverage the National Homeownership Fund to provide affordable financing avenues for district housing initiatives and mortgages.
Lastly, the Minister called for “Efficient Execution” through the creation of a dedicated Housing Authority. This initiative aims to transition project management from political influences to technical experts, thereby reducing the occurrence of stalled developments.
The Ministry of Works and Housing, he affirmed, is deeply committed to the successful implementation of the district housing program, placing a strong focus on rural housing, all in line with the vision of the late Professor Busia.
